NHS East Surrey Clinical Commissioning Group (the "CCG") has a membership of 18 GP practices and commissions healthcare for 170,000 patients in East Surrey.

We are committed to commissioning high quality patient services which deliver:

  • the right health care;
  • at the right time;
  • by the right healthcare professional;
  • and in the right environment.

We believe in the NHS and want to help secure its future by shaping services locally that are responsive to the needs of our community and affordable. We want to see as many services as possible transferred away from a hospital environment and nearer to patients’ homes when clinically appropriate. We want our local hospital to become a centre of excellence. We believe this will result in measurable improvements in healthcare for our patients and ensure we make best use of public money.

Mission

The mission of the CCG is to act as the body that discharges commissioning responsibility on behalf of its Member practices, via analysing and understanding the needs of the patient population within its designated Area to enable the appropriate and timely commissioning of services.

The CCG will promote good governance and proper stewardship of public resources in pursuance of its goals and in meeting its statutory duties.

The vision of the CCG encompasses the following:

"The Right healthcare, at the Right time, by the Right healthcare professional, in the Right environment."

The following principles will be adhered to by all Members in the pursuit of the CCG's vision:

  • NHS "free at point of delivery", where the CCG agree what, when and how, and manage ideas, concerns and expectations;
  • NHS must mean 'national' experience should not vary i.e. "greater standardisation";
  • clinically led "quality that counts";
  • keep the focus simple "outcomes not processes";
  • improved access to Care via more services "located in community settings";
  • seamless care via integration across sectors and teams where everyone knows their role and responsibility and does it; "no pass off";
  • high quality information "for the right person at the right time";
  • health promotion and education "through knowledge and self-empowerment";
  • patient involvement "from the bottom to the top", to build better doctor and patient relationship – a two-way sharing partnership;
  • personal responsibility "supporting patients to do what's best for them", where patients take some responsibility for using resources carefully;
  • efficient and effective "do it once and do it well".

Values

Good corporate governance arrangements are critical to achieving the CCG's objectives.

The CCG, and its Governing Body are expected to adhere to the Nolan principles for Public Life, i.e.:

  • Selflessness Holders of public office should act solely in terms of the public interest. They should not do so in order to gain financial or other benefits for themselves, their family or their friends.
  • Integrity Holders of public office should not place themselves under any financial or other obligation to outside individuals or organisations that might seek to influence them in the performance of their official duties.
  • Objectivity In carrying out public business, including making public appointments, awarding contracts, or recommending individuals for rewards and benefits, holders of public office should make choices on merit.
  • Accountability Holders of public office are accountable for their decisions and actions to the public and must submit themselves to whatever scrutiny is appropriate to their office.
  • Openness Holders of public office should be as open as possible about all the decisions and actions that they take. They should give reasons for their decisions and restrict information only when the wider public interest clearly demands it.
  • Honesty Holders of public office have a duty to declare any private interests relating to their public duties and to take steps to resolve any conflicts arising in a way that protects the public interest.
  • Leadership Holders of public office should promote and support these principles by leadership and example.

Aims/Purpose

The CCG aims to serve and help all the people within its designated Area to help them look after themselves and to invest in and innovate the best possible health care, so that they live longer, healthier and more independent lives.

The principal aims of the CCG are to narrow health inequalities in its designated Area and enhance the quality and efficiency of health and social care services in its designated Area, in particular by;

  • developing and enabling innovation in healthcare services to improve the efficiency and effectiveness of patient care;
  • involving GPs and other local clinicians more closely in the design and commissioning of health and social care services;
  • scrutinising care pathways to ensure they are cost effective, convenient for patients and deliver high quality outcomes;
  • contracting with health and social care providers in such a way to ensure the continual improvement, high quality and safety of services, and best value for money;
  • helping patients and the public look after themselves and take action to prevent ill health;
  • reinvesting any savings or surpluses generated from efficiencies into improvements in patient care, health improvement and improved healthcare facilities;
  • to share knowledge, educate and promote best practice in the commissioning of health and social care services;
  • to engage in any activities which in the reasonable opinion of the Governing Body are conducive, ancillary or incidental to any of the above.

Principles of Good Governance

In accordance with section 14L(2)(b) of the 2006 Act,[1] the CCG will at all times observe "such generally accepted principles of good governance as are relevant to it" in the way it conducts its business. These include:

  • the highest standards of propriety involving impartiality, integrity and objectivity in relation to the stewardship of public funds, the management of the organisation and the conduct of its business;
  • The Good Governance Standard for Public Services;[2]
  • the standards of behaviour published by the Committee on Standards in Public Life (1995) known as the 'Nolan Principles'[3]
  • the seven key principles of the NHS Constitution;[4]
  • the Equality Act 2010.[5]

Accountability

The CCG will demonstrate its accountability to its members, local people, stakeholders and the NHS Commissioning Board in a number of ways, including by:

  • publishing its constitution;
  • appointing independent Lay Members and non GP clinicians to its Governing Body;
  • holding meetings of its Governing Body in public (except where the CCG considers that it would not be in the public interest in relation to all or part of a meeting);
  • publishing annually a commissioning plan;
  • complying with local authority health overview and scrutiny requirements;
  • engaging with the LMC as the local statutory representatives of the profession;
  • meeting annually in public to publish and present its annual report (which must be published);
  • producing annual accounts in respect of each financial year which must be externally audited;
  • having a published and clear complaints process;
  • complying with the Freedom of Information Act 2000;
  • providing information to the NHS Commissioning Board as required.
The Governing Body of the CCG will throughout each year have an ongoing role in reviewing the CCG's governance arrangements to ensure that it continues to reflect the principles of good governance.
